Early 20th Century German Cigar Cutter & Marble Base Ashtray. Brass pedestal column, a dual sided dial marked with traditional speed settings.
A cigar tip is inserted into the hole at the front of the dial. Push or pull the the top telegraph lever and an internal steel mechanism drops down to slice the cigar tip.
